The idea is that is is only changeable by members of the group AAOBusinessPracticesGroup1

The setting is done in "More Topic Actions" -> "Edit Settings".

You need to add both the following lines to the (minus the hash (#) and with 3 characters before the *).

# * Set ALLOWTOPICCHANGE = AAOBusinessPracticesGroup1
