The idea is that is is only changeable by members of the group AAOBusinessPracticesGroup

The setting is done in "More Topic Actions" -> "Edit Settings".

You need to add both the following lines to the (with exactly 3 characters before the *).

• Set DENYTOPICCHANGE = *

• Set ALLOWTOPICCHANGE = Main.AAOBusinessPracticesGroup
